This report, approved by Council on July 25th, 2011 provides an updated system design including the Improved Tunnel Alignment under Queen Street. It further details how OLRT will be procured within the original budget estimate of $2.1 Billion. The recommendations of this report were approved by council on 14 July 2011.

Business Case Update

This supplementary report presents the updated results to the previous March 2010 business case and is based on the revised traffic modeling data provided by the Transportation Planning Branch of the City. It presents the analysis updated to 2011 and provides an overview of the project benefits and the calculation of economic benefits.

Schedule Acceleration and Procurement Options Report
May 2011    

This report identifies ways through which the implementation schedule can be accelerated and it seeks the authority to move forward more quickly than had been planned by the previous Council. It also identifies an approach for harnessing private sector management and innovation to deliver a low-risk build of the OLRT project. The recommendations within this report were approved by Council on 25 May 2011.

Phase II Geotechnical Report

Business Case

DOTT Environmental Project Report
January 2010

This report summarizes the process used by the City to define, develop, consult, analyze, evaluate and assess and document the DOTT Project. This study was conducted in accordance with Ontario Regulation 231/08 for Transit Projects and Transit Projects Regulation, which provides a framework for an accelerated consultation and review process regarding the assessment of the potential environmental effects of a transit project, to enable decision-making within six months from the time an Environmental Assessment Study in launched.

Surface Vs. Tunnel

Cost and Affordability Memo
October 2009

This memo outlines the functional design cost estimate for the DOTT project and provides an update to the Treasurer’s November 2008 memo on affordability to reflect this refined cost estimate. These advanced cost estimates provided important context for a Council decision on the Functional Design and were available for public consultation as part of the October 26, 2009 Open House. These cost estimates include land acquisition, DOTT project scope changes, design refinements and phasing modifications. The Cost and Affordability model was updated in July 2011, demonstrating that OLRT remains an affordable and cost effective solution.

Delcan Rail System Selection Study
October 2009

This study is a major component of the 2008 Transportation Master Plan process; It finalizes the technology selection by outlining a clearer set of technology parameters and provides information on how the proposed rapid transit network, projected ridership levels and the technology characteristics of different rail modes interact. The study recommends an automated LRT as the choice for transit technology.

Transportation Master Plan
November 2008

This plan identifies the transportation facilities and services that the City will implement to serve a projected population of 1.14 million people by 2031. It sets direction for the City’s day-to-day transportation programs, and provides a basis for budget planning. It supports the Ottawa 20/20 growth management strategy and the City’s Official Plan.
